Escalators

I realized the other day that handrails on DC metro escalators move faster than the stairs. That is, if I put my hand next to me and leave it in place, it will slowly pull away from my body. What's going on here? Is this true of all escalators? I would intuit that the handrail and stairs would move at the same speed.
